The phrase means to make fun of someone. It apparently has its origin in the rhyming slang to take the mickey bliss. Mickey as a nickname of Michael has been common for many years, but how it got together with “bliss” is unknown, it is said to be a reference to an Irish named Mick. As the form first recorded is already indirect, it is assumed that the rhyming slang is actually older than the 1930s.
